Dual EnrollmentEarn College Credits While In High School
Pasco-Hernando State College offers several programs for high school students that give the student a taste of college studies and campus life. These programs provide the opportunity to get a head start to earning credits toward high school graduation and college. The student's high school guidance counselor or a PHSC advisor can help to determine the high school program that best suits the student.
Dual Enrollment
High school students have the opportunity to earn college or technical credit at PHSC while taking college level course at the high school and/or the college. High school dual enrollment means the student is enrolled in high school and simultaneously enrolls in college or specific technical credit courses, taught by PHSC, which are counted toward high school graduation.
Early College Admission
Public and certain nonpublic (including home schools that have certified their curriculum meets State of Florida standards) high school students, may enroll at PHSC full time upon submission of a completed Application for Admission: Dual Enrollment High School Student form, official high school (unweighted) grade point average (GPA) documentation, and permission of the appropriate high school administrator. Credit earned applies toward high school graduation and college credit.
Early College Program
Public high school students in eleventh and twelfth grade in Pasco County can complete 30 or more credits toward their college degree when enrolled in the PHSC Collegiate High School Program.
To enroll in the Collegiate High School program, a student must contact their high school guidance counselor to obtain the appropriate paperwork.
Earn College Credit through Dual Enrollment
High school students have the opportunity to earn free college or technical credits that may apply to their graduation requirements and a college degree. Dual enrollment is a program that allows secondary students to take postsecondary coursework and simultaneously earn credit toward a high school diploma, a career certificate, an industry certification, or an associate at a Florida public or eligible private institution.
We accept the following types of dual enrollment students:
- Public/Charter School Dual Enrollment: Students that attend any Pasco or Hernando County public or charter school who meet the eligibility requirements.
- Private School Dual Enrollment: PHSC has agreements with several private schools to offer dual enrollment for eligible students. Please contact your high school for more information or call our office to see if your school is eligible.
- Home Education Dual Enrollment: Homeschooled students registered with Pasco or Hernando County may take dual enrollment courses with PHSC. To submit an articulation agreement, please visit our Home School Dual Enrollment page. Home school Dual Enrollment students must have an articulation agreement on file before applying as a dual enrollment student.

Home-schooled students have the exciting opportunity of taking advantage of Dual Enrollment to earn college credit and credit towards their high school graduation simultaneously. To do so, each home school must have an individual PHSC Articulation Agreement approved before students apply to the college or register for classes
Articulation Agreement
What is an Articulation Agreement?
The Articulation Agreement follows the policies of the State and is a contract that outlines the expectations and specific responsibilities of the two institutions (home school and college).
Important note: The Articulation Agreement Process must be repeated each academic year that the home school wishes to enroll students in PHSC’s dual enrollment program. It will be the home school’s responsibility to submit the required Articulation Agreement documents to PHSC by June 30 of each year. The updated Articulation Agreement can be found on the website in mid-April each year. Additionally, home schools must provide certification that their curriculum meets State of Florida standards.
Articulation Agreement Process
Step 1: Articulation Agreement Process (completed every academic year)
Submit the following items as part of the Home School Dual Enrollment Articulation Agreement application for each student:
- Complete, date and sign both the Dual Enrollment Articulation Agreement and Information Forms, and Grade Level Certification for Home School. By signing this Articulation Agreement, the non-public/home is certifying that the school follows Florida Statutes 1002.01 and 1002.42. (The document is available under Links on this page).
- The Dual Enrollment Home School Grade Level Certification form.
- Written verification of each student’s enrollment in a home education program in the Pasco or Hernando County school district. This information is available by contacting the Home Education office of the county school district:

- Students enrolled in the PEP/Step it up Program can submit their student’s dashboard screenshot verification in lieu of the county verification
All requested information should be submitted together. The most efficient method to submit materials is to email them to Academic Affairs. However, they may also be faxed to 813-527-6993, or mailed to: Assistant Dean of Accelerated Learning, Pasco-Hernando State College, 2727 Mansfield Blvd, Wesley Chapel, FL 33543.
After completing and returning the Articulation Agreement, the agreement must be approved and signed by PHSC’s District Board of Trustees before a term begins for students to be eligible to enroll in classes. Once approved, a signed copy of the Articulation Agreement will be emailed to the home school or non-public/private school.
The Articulation Agreement will be in effect from the date signed by PHSC through the end of that academic year’s summer term in accordance with the dates published in the current College Catalog and Student Handbook.

Step 2: Complete the Application to Apply to the College
When the email with the signed copy of the approved Articulation Agreement has been received, new dual enrollment students can complete the Dual Enrollment Application. Continuing dual enrollment students do not need to reapply.
New dual enrollment students must complete the online Dual Enrollment Admissions Application by clicking “Apply to PHSC” in the Links section of this page. Once you create an account and login, you will select “New” student and “Dual Enrollment” as your student/enrollment type.
Students can follow the status of their application in the Slate application portal. Upon acceptance, students will receive an electronic letter in the portal. Students must open the electronic letter to receive a PHSC student email address.
Step 3: Before Registering for Classes
- Take the PERT placement test. (Or you can submit CLT, SAT or ACT scores that are less than 2 years old to the Admissions office.) To schedule a PERT test, visit PHSC Testing Services to schedule a test. The PERT consists of three sections: Reading, Writing, and Math. You are allowed a maximum of two attempts at taking the PERT. The test scores will determine which classes you are eligible to take. You must score at college level in Reading and Writing to participate in Dual Enrollment.
- Complete two brief online classes through your student portal:
- Dual Enrollment Student Orientation/Introduction
- Online Readiness Course
Step 4: Register for Classes
- Class registration takes place beginning on specific dates and times for each semester, based on student grade level. Those dates can be found in the Academic/College Calendar. For information on the registration process contact the Advising office.

- Complete the Dual Enrollment Registration Permission Form listing requested classes and signed by the High School Authorized signer, parent and student to provide during your advising appointment, along with a photo ID.
Registration notes for specific grade levels:
- Sixth grade through ninth grade students who are eligible to take dual enrollment courses may enroll in a maximum of three (3) or four (4) credit hours of courses offered online only by PHSC per semester. Students may take classes in any term available.
- Tenth grade students who are eligible to take dual enrollment classes may enroll in up to seven (7) credit hours offered on any PHSC campus, or online, per semester. Students may take classes in any term available.
- Eleventh grade students who are eligible to take dual enrollment courses can take courses on any PHSC campus or online, but may take no more than a maximum of sixteen (16) credits hours in fall and spring semesters and eight (8) credit hours in summer semester. Students may take classes in any term available.
- Twelfth grade students who are eligible to take dual enrollment courses can take courses on any PHSC campus or online, but may take no more than a maximum of sixteen (16) credits hours in fall and spring semesters and eight (8) credit hours in summer semester. Students may take classes in any term available in fall and spring semesters, but only classes in Term III or IIIA in the summer semester.
Other registration notes:
- Students must meet the stated prerequisite(s) and/or corequisite(s) for each course.
- Students will be permitted one attempt per dual enrollment course. A withdrawal from a dual enrollment course will count as an attempt at a course.
- Dual enrollment students will not be permitted to audit any dual enrollment course.
- A copy of the current Florida Department of Education Articulation Coordinating Committee Statewide Agreement for Dual Enrollment Courses - High School Equivalency List is available at the Florida Department of Education website.
- Once you are registered for classes you may visit the college library to get your PHSC Student ID Card, which you will need to get your text books from the college book store.

To do so, each private school must have an individual PHSC Articulation Agreement approved before students apply to the college or register for classes.
The Articulation Agreement follows the policies of the State and is a contract that outlines the expectations and specific responsibilities of the two institutions (private school and college). Students must initially qualify for Dual Enrollment by having an unweighted high school GPA of 3.0 or above.
The college requires articulation agreements to be in effect for secondary students to attend classes at PHSC as dual enrollment students.
Important note: The Articulation Agreement process must be repeated for each academic year that the private school wishes to enroll students in PHSC’s dual enrollment program. It will be the non-public/private school’s responsibility to submit the necessary paperwork to PHSC by June 30 of each year.

Public and Charter School
Public and Charter SchoolDual Enrollment for Public or Charter Schools
High school students who attend a public or charter school can register through the dual enrollment online registration form.
Eligibility Requirements
- Current student within Hernando or Pasco County School Districts
- Students must be classified as 6th-12th grade.
- 3.0 unweighted high school GPA for college credit courses or 2.0 unweighted GPA for technical credit courses.
- Submit qualifying test scores: In accordance with State Board of Education Rule 6A-10.0315, students must successfully complete all sections of a common placement test, through scores on a single test or combination of tests and meet all college ready cut score requirements as a prerequisite to Dual Enrollment eligibility and participation. PHSC accepts the highest test scores on any of the tests or combinations of tests identified in the chart found on our Testing Services website.
Once eligibility has been determined, public and charter school dual enrollment students should talk to their high school counselor or administrator before completing the dual enrollment online registration.
Steps to complete dual enrollment online registration:
- Complete the Online Dual Enrollment Admissions Application.

For Pasco County Public School Students Only: Complete the Course Request Planning Worksheet, provided by student's school district, and submit by the designated deadline to the respective school counselor. - Dual enrollment students must complete the New Student Orientation and Online Readiness Courses, prior to registration. (Both courses are available under the Links)
- Log in to the Dual Enrollment Online Request Form
- New Dual Enrollment students, you will need your PHSC email address to complete the Online Request Form. Your default password is PhStudentIDnumber (i.e. PhP00223344).
Complete the form with your information and the courses requested for the current semester only.
*If a dual enrollment course is offered at your high school campus and/or Pasco eSchool for Pasco County Schools students – you MUST take the dual enrollment course there. - Parent/guardian will receive an email notification and must log in to the Dual Enrollment Online Request Form and digitally sign the Terms and Conditions for their child’s participation in the Dual Enrollment Program by the established deadline provided by the school district.
- High School counselor processes request and submits supporting documentation (unweighted GPA and test scores) by the established deadline provided by the school district.
- PHSC Academic Advisor reviews request and approves or denies courses based on student's academic history.
- Student receives approval or denial of courses for the semester and follows registration policies and dates based on their grade level.
- New Dual Enrollment students, you will need your PHSC email address to complete the Online Request Form. Your default password is PhStudentIDnumber (i.e. PhP00223344).

Textbooks
TextbooksDual Enrollment Textbooks
Required dual enrollment textbooks are provided to all dual enrollment students from private schools, home school, and public schools. Any materials that are recommended and not required must be purchased by the student/parent/guardian.
Pick Up Procedures for Home School and Private School Dual Enrollment Students
Students must visit the College Store location in New Port Richey with photo ID and class schedules to determine which books and access codes are needed. The student can look up their required textbooks ahead of time using the College Store webpage.
- All dual enrollment students must present a valid PHSC student ID to receive their course materials from the PHSC College Store. Student IDs can be obtained at any PHSC campus library.
- Only the student may pick up materials. Parents, guardians, or family members are not permitted to do so. The dual enrollment student must be present to sign their materials.
Return Procedures
All previous semester dual enrollment textbooks must be returned before a student can pick up their new semester’s dual enrollment textbooks.
Home school and private school students must return their textbooks to the College Store location in New Port Richey.
Please note: Dual enrollment students may not receive a rental textbook. If only rentals are available, an access code may be substituted.
Pick Up Procedures for Hernando County Dual Enrollment Students
If a student is taking a dual enrollment course on their high school campus, their teacher will provide them with their book(s)/access code. If a student is taking a dual enrollment course at PHSC or online, they will get their book(s) and/or access code from the district office. If the high school does not have the textbook, the high school will issue the student a voucher.
If a dual enrollment student is issued a voucher from the district office, he or she must visit the College Store location in New Port Richey to pick up materials.
Return Procedures
All previous semester dual enrollment textbooks must be returned before a student can pick up their new semester’s dual enrollment textbooks. Hernando County dual enrollment students should return their textbooks to the Hernando County Schools District Office.
Students must adhere to the following procedures:
- All dual enrollment students must present a valid PHSC Student ID to receive their course materials from the PHSC College Store. Student IDs can be obtained at any PHSC campus library.
- Only the student may pick up their materials. Parents, guardians, or family members are not permitted to do so. The dual enrollment student must be present to sign their materials.
- Only items listed on vouchers may be provided to the student. If items are missing, a new voucher must be issued by the school district.
Please note: Dual enrollment students may not receive a rental textbook. If only rentals are available, an access code may be substituted.

The following pick-up locations and dates are for students attending a Pasco County public school:
District Office Complex - Central Pasco
The pick-up location at the District Office Complex is 7205 Land O' Lakes Blvd., Bldg. 3 North, Land O' Lakes, FL 34638. Upon arrival, please park in front of Building 3 North by the ATM.
Thomas E. Weightman Middle School - East Pasco
The pick-up location at Thomas E. Weightman Middle School is 30649 Wells Road, Wesley Chapel, FL 33545. Upon arrival, please park in the lot between Weightman and Wesley Chapel High School.
Marchman Technical College - West Pasco
The pick-up location at Marchman Technical College is 7825 Campus Drive, New Port Richey, FL 34653. Upon arrival, please park in front of the administration building.
Students must adhere to the following procedures:
- All dual enrollment students must present a valid PHSC Student ID to receive their course materials from the PHSC College Store. Student IDs can be obtained at any PHSC campus library.
- Only the student may pick up their materials. Parents, guardians, or family members are not permitted to do so. The dual enrollment student must be present to sign their materials.
- Only items listed on vouchers may be provided to the student. If items are missing, a new voucher must be issued by the school district.
Return Procedures
Students must return dual enrollment textbooks to one of the pick-up locations.
If a student does not return their previous semester’s dual enrollment textbook(s), they will not be able to pick up new materials for the next semester.
If a student does not return their dual enrollment textbook(s), including books obtained from the College with a voucher, then the student is responsible for replacing the book or the cost of a new book so that it can be replaced.
If a textbook is damaged, has missing pages, or is written/highlighted in, the student is responsible for replacing the textbook.
Students given their dual enrollment textbook(s) by their teacher must return the textbook(s) to that teacher at the end of the semester.
Please note: Dual enrollment students may not receive a rental textbook. If only rentals are available, an access code may be substituted.
Access Codes
Dual enrollment students are only provided with the required textbook(s), lab book/workbook, and access code for each class. If the school district does not have the required access code for any course, the student will be issued a voucher. If the student does not use the access code, it should be returned to the school district at the end of the semester.
Lab Books/Workbooks
If a student has a lab book/workbook for any of their courses and their college professor has them write in the lab book/workbook or has them remove pages, the student may do so.
Lab books/workbooks are the only books a student can write in or remove pages from. That is their intended purpose.
Lab books/workbooks will always be listed on the student's “overdue notice” (mailed home so that the student knows what to return, the return dates and the drop-off locations).
When the student comes to return their dual enrollment textbooks, the student is to inform the dual enrollment textbook staff member that their professor required them to write in or remove pages from their lab book/workbook, and the school district will remove it from their account.
If the student did not have to write in or remove pages from their lab book/workbook, then they should return it so that it can be used for another student the following semester.
Do not make copies of textbooks, lab books, or workbook pages. It is illegal and we do not, in any way, encourage this.
Students are only provided with the required textbook(s), lab book/workbook, and access code for each course. Students are responsible for any other material needed for the class (i.e., paper, writing utensils, scantrons, gloves, study guides, calculators, etc.).
